"FB_EncoderInterface" rotary encoder interface

The FB_EncoderInterface function block provides a configurable interface to a rotary encoder.

With the function block, the node blocks can access data of the rotary encoder via their interface inputs of the I_Encoder type.

The mechanical attachment is taken into account via the configuration. The direction of rotation and gear ratio can be entered.
