Encoder interface X17 of the safety options CSS31A and CSB31A

The encoder interface X17 is not used for functional safety with the safety options CSS31A and CSB31A. The multi-encoder interface X17 is described in the chapter "Multi-encoder card CES11A" in the product manual.
